Milen Cenov is a Bulgarian expert in the fields of banking, finance, and postal financial services who works to aid state-owned postal companies to reform and use their advantages to promote and provide financial inclusion.
He has significant academic background and experience in lecturing at universities and training of banking and postal employees. The professional and academic background of Mr Cenov includes over 10 years of involvement in strategic planning and marketing. During the period when he was Head of Marketing and Pricing Department of Bulgarian Posts PLC, he led the team that developed the costing model for the universal postal service and the non-universal postal services in the company. Mr Cenov chaired the task force that implemented the first platform for electronic money orders in Bulgarian Posts.
While working in the banking sector, Mr Cenov was primary contact and responsible person for the cont[r]acts of a major Bulgarian bank with numerous international financial institutions like EBRD, EIB, KfW, etc. He co-chaired the team that selected and implemented a unified electronic platform for the merged bank (triple merger of banks), and also lead the team that developed unified product catalogue and unified tariff for the merged bank.
The experience of Milen Cenov with state institutions has many aspects. He has experience in logistics, supply planning and warehousing due to past involvement with the State Reserve. He has experience in power plant projects, privatization appraisals and concession analyses on consultancy contracts with the Ministry of Economy and Energy. With Ministry of Transport and Telecommunications, he was involved in privatization appraisals and concession analyses.
