The role of postal networks in expanding access to financial services: Country Case: Uganda’s postal finance services

Uganda faces many challenges, including poverty and political instability; but lack of sufficient access to appropriate financial services is one of their largest problems, and there remain many improvements needed to facilitate outreach to the population of Uganda, which is considered to be one of the most severely underbanked countries in Africa. In spite of growing interest by private operators in the industry, there seems to be no clear policy on postal sector development. It is recommended that these scenarios be further discussed and that taking the following steps be seriously considered before choosing either option. Recommendations include quantitative and qualitative market analyses, outfitting two model post offices, and detailing a business case including a cost-benefit analysis. Finally they should preliminarily explore potential investors and participants.
