At the request of the World Bank a study was performed in 1999 to determine the best institutional arrangement for the provision of financial services through the postal network. These services consisted of remittance systems, funds transfer and payments as well as savings and any other financial services, like insurance. Postbank International Consultancy was assigned to undertake this study.
The objective of this study provided the World Bank with a document upon which decisions were made concerning the implementation of the postal financial services, specifically with regard to the institutional setting of postal financial services, commercial opportunities and strategic options, partnership with CET for the utilization of the post office counters and a path to implement the proposed solution.
